The point of Featured Builds is to share interesting, unique, or cool builds with the users. Usually this is expressed in the photos of the builds, though other criteria can come into play. Pricing is not one of them. People aren't "deliberately putting in the GPU price to try and cheat the feature system." Prices have nothing to do with why a Completed Build is featured or not.

By default, prices shown on Completed Builds and all part lists are simply the prices we list for how much you could get those parts at the time you are viewing them. If there is no price, then that is because the part is currently out of stock, which is exactly what happened in this case.

Someone has to go out of their way to set a custom price, which most users do not do. It is not a requirement for builds, nor will it be one. It is not strange or unusual for this build's owner to not have set custom prices. They didn't "forget" to put the price (implying they deliberately left it out for some reason). Almost no prices are ever manually set because that is rarely the focus of users posting or viewing Completed Builds.
