The 1660S is much faster than the 570.
Better internal quality.
The BR is pretty poor overall, while your target would be the 550W CX, which just jumped up t $75.
That can support something like a 2060S/2070.

A liquid cooler isn't needed for a 3600.
I was going for performance, if not needed, you can just skip it, lowering the RAM, and get a new PSU:

Do you have another GPU to work with? The 6600 is ok for a little while longer, so you can do a full CPU upgrade when Gen 11 arrives, or Gen 4 Ryzen.
if the computer is still built, check task manager to see what it is.
If it's an i7, that's still good.
