You don't use any glue when installing a CPU. Thermal paste goes between the CPU and CPU cooler to better transfer heat. The stock cooler (and many aftermarket coolers) comes with a layer of thermal paste pre-applied. All you need to do is secure it to the motherboard.

I wouldnt do either. The 3600x is only a minorly overclocked 3600 which you can do yourself. DDR4-3600 is going to be significantly more difficult to use at its rated frequency for extremely small gains if you can even get it running that high.
