I live in State College. Sadly I don't have any video cards, I went and picked up a 290 after my HD 7770 GHz edition. I also don't know anything about that case, but Bitfenix is known to make some quality cases, from reviews, and experience.

If you're only going to be doing gaming, the 16gb of memory and the 4790k are useless. An i5 and 8gb of memory is more than enough for gaming.

The Xeon has hyperthreading like an i7 but at a fraction of the price. The only thing you sacrifice is the ability to overclock.

For gaming, a i5 4690k is adequate, so is 8gb of RAM as it is more than enough.

First off, I would switch the CPU to a Xeon E3 1231 (hyper-threading like an i7 but no overclockability). Get rid of the CPU cooler since you can't overclock the CPU. Switch the MB to a Z87 if you want to take advantage of SLI, or an h97 if you don't care about SLI (remember to read reviews). Also, you could get a cheaper PSU but swap out the PSU for an EVGA G2 750W.
What is this PC going to be used for?
Do you have proof that Seagate HDDs fail very often? If not your point about swapping the HDD is invalid. Also "muh reliability." What does that even mean. If you maintain your loop, and drain it every 6 months (what I recommend if you're using kill coil, etc) and you take the effort to plan it out, it looks cool, and you get better temps.
