Ambient temp is very low (20-21c). I live in Canada and the PC is in the basement.
You can't go wrong with i3-6100/GA-H110M-A combo. It's best bang for buck at the moment.
You'll be able to throw a mid range GPU (1060?) and have awesome graphic performance.
Even a 1070 who knows? I've read somewhere that i3 loves some higher speed ram when under full load

I went from an i3-6100 to a i5-6600k OCed at 4.8GHz and I can tell you that that little i3 packs a punch.
To be honest I am yet to feel any difference between the two (I do some gaming and programming on industrial stuff)

Sorry to burst your bubble but H55 is an entry level water cooler.
There are plenty of benchmark comparing AiO water to air coolers and AiO solution only start to perform as much as high end air coolers in the NZXT x61 and H110 range.
And even there, a DH-15 will be quieter and very reliable. While in a AiO you have to take into account the pump noise, the 2 low quality fans, and the fact your pump will probably die in the two next years.
Because H55 is crap.
NH-D15 performs amazingly well in a good airlfow case like the FD R5. And it's dead silent compare to a crappy H55 with it's tiny rad and loud pump/fan
EDIT: rule of thumb for AiO coolers: it's 240/280 high end or nothing and it will mostly be for the look since high end air cooler, while cheaper, will perform almost the same. (NH-D14/15, Pure rock 3, R1 ultimate etc)
My Sapphire R9 380 is dead silent. It's the first AMD GPU I own after 5+ Nvidias in a row and to be honest these "it's noisier" are complete BS.
I can not compare it to a 960 since I never owned one tho but most "hardcore reviewers" (i.e. not tomshardware) give a slight edge to AMD in the 380/960 competition

Well, on one hand I'm sad because It looks like I won't overclock soon. On the other, I'm happy I bought a Z170 in case I want an i5-6600k, it looks like I'll got one sooner than expected :p
I'm using a 15/12/15 BIOS version who is supposed to work for overclocking.
About the OS, it's windows 7 ultimate SP1. Damn, If the firmware thing is right they must have push it in some updates ?
I just bought a Sapphire R9 390 4Gb for the exact same price he bought the GTX 960 :/
I went with the Sapphire instead of the XFX. The price dropped yesterday, 275CAD$+15CAD$ shipping.
