lol literally cool. But I would recommend a 280mm or 360mm rad, that being said most of them not cheap. And I think the only config for 360 is front mount, not sure if thats okay w/ you or not. If so i would go w/ the s36 from fractal design. If you need to go 280mm rad, then the corsair 115i pro or nzxt x62 are both good. Those are preference at that point between picking on those two.
If you still have not purchased I would do this, slightly over your list's price, but you get a much better cooler. Also you get 16gb of ram, still a decent case. And not much compromise tbh.

he shouldnt need too. my buddy ordered a h5 ultimate from cryorig and it worked fine as it came in the box
for such a high end pc, that is a terrible choice for a case
Cool build, should last for years to come. One suggestion tho, that 8700k is going to get very hot w/ that cooler, it's going to be throttling often w/ my best guess. Not sure if you have overclocked it or plan on to. In the future i recommend getting a good aio. Also would like to see more pictures if you could!
Also the x62 utilizes one of the usb 2.0 headers for smart control of fan and pump speed

Not sure if this is okay w/ his as far as budget goes, but this is what I would go for, great experience at high refresh rate gaming. Also will stream with ease while staying cool, not to mention looking amazing. Let me know if the pricing does not work for him.

What case do you have?
It really depends, I could not find a monitor listed on here or your profile. I presume its 1080p high refresh rate or 1440p. If you have high refresh rate it may be a wise idea to upgrade your cpu and etc. If it is a normal 60hz panel then this cpu should still work fine. Added another 4GBx2 kit of the ram you already have would be the best bet. Games are becoming more ram hungry. Just dont pay an arm and a leg for it.

He said he needed a monitor in the budget. Also 1080Ti SLI scaling is not very good, and super overkill.
This is what I would go for, the other monitor would be for watching stream statistics and etc while gaming/streaming. Hope you like it.

I like the build. But not a fan of the ascetics of the ram, also it doesnt match the ram in your list. Would of liked to see some better psu cables too. Nasty ketchup and mustard. But besides that i like it. Powerful computer!
You dont need to reseal it, but you do need to cover contacts near the dye yes. I’ve seen some youtubers use certain nail polishes as a coating. Look it up on yt, i imagine you could find it easily
psu will not work swap it for this one, will be a bit overkill, but it is the same price as the the 550W version, so hey why not?
I mean go look on yt and see how many tech youtubers leave it unsealed. One of the main points of delidding is to get rid of the gap or unevenness caused by the sealant that hold the IHS.
Kraken's are good coolers. I have a X62 for my OC 6700K, It works very well, but the fans can sometimes get a bit loud. I believe the fans on Corsairs new AIO's use a slightly better pump, and the fans are maglev so they are super quiet. I think you would be better off with the one from Corsair, they are all asetek re-brands anyways.
Updated the list. If you don't mind the extra cost, I think that should do better for your needs, and ascetics will look great while staying silent in most situations
This is what I would do if I were in your shoes. Better CPU, cooler, memory, SSD, and PSU.

As long as proper precautions are taken to ensure no damage is done to the CPU, there are no issues. Just make sure you dont reapply any sealant (silicon), this defeats the purpose of delidding.
As said above, reuse windows. But this is my suggestion. Add a 1tb hdd for mass storage. The space on the SSD will go quickly, even tho it is a place holder. If you get something of that size, like i said it will go fasst, also that NEX PSU is garbage, use this G3 instead.
Not too terribly true, although it is demanding the card should be able to handle it with some settings adjusted like AA and such.

You may be able to get away with a 140mm rad for the cpu and be okay, so you could opt for a hybrid cooled gpu. But look around first at benchmarks. What gpu do you have in mind?
Do you have a current list put together, might be able to get a better idea at what you’re trying to work with.
Your best option is probably going to be a 2600 w/ a b350 w/ an updated bios. Better vrm's and etc.
Have you considered something along the lines of a hybrid cooled card, you can get one that cools the core with a small aio and the vrm's and etc. are usually still air cooled.
If you don't mind the extra cost and changes made this is what i would do, it gives you a bit more for not much more.
Did your camera cost more then this PC?
They make cards for miner, the ones without video output. It’s just nobody wants to buy them because if mining crashes so would the value and use for those cards
