Specific Guidelines for "Build A Part for Me" Subforum

I notice many of the Forum thread hardly gives out any information for the community to help,
For instance: example1, example2, example3, example4, some of them even aren't realistically possible

At least make a strict guideline about posting their needs (OS, Peripheral, Purpose, etc) so that the community effectively post their suggestion without asking repeatedly the same question over and over.

A pinned template would resolve a lot of these issues. For example:

Budget:
Use (e.g. Gaming, Rendering):
Peripherals required (e.g. monitor, keyboard/mouse):
Operating System required:

Something along those lines.

Something like another window at the side saying

State your budget. State whether OS is to be included in cost. Is a moniter needed? State your purpose.

I think these people should include things other than budget:

Usage. What games to play on and which video settings. Expected lifecycle? Case size, color and aesthetics. (no male wants a hello kitty case) SSD? What features? (mSATA, chipset) Other things like monitor, peripherals, WiFi or sound card?
