I know alot about pc parts, not so much about thermal paste, which one should I get?(Also I'm gonna be using the noctua NH-l9i chromax.black so I'm guessing that is doesnt have pre applied thermal paste but I just want to be sure)

As long as it is an aftermarket thermal paste it will be better than the stock one that the cooler comes with.

Usually Noctua gives some really good thermal paste with their coolers though. Noctua isn't know to skimp out on that. If it were a hyper T2 or other super cheap cooler then yeah those come with low end paste.

No Noctua doesn't usually pre-apply thermal paste but they include a tube of it. I am going to assume the cooler is new and not used because it is the brand new chromax black series that just got released.

Yeah Noctua CPUs does come with a tube of very good quality thermal paste.

The better thermal pastes (meaning arctic, noctua, thermal grizzly, maybe a couple others) all test out to within a couple degrees, so it's not a huge deal. Thermal Grizzly Kryonaut usually comes in among the top rankers in the comparison tests I've seen. (Not counting the conductive stuff, which is a lot harder to work with.)
