Here's what I saw:

"Note:The motherboard M.2 slot #1 shares bandwidth with a SATA 6.0 Gb/s port. When the M.2 slot is populated, one SATA 6.0 Gb/s port is disabled. Note:The motherboard M.2 slot #2 shares bandwidth with SATA 6.0 Gb/s ports. When the M.2 slot is populated, two SATA 6.0 Gb/s ports are disabled."

These are normal.

"Note:Some physical dimension restrictions cannot (yet) be automatically checked, such as cpu cooler / RAM clearance with modules using tall heat spreaders."

This is a question mark.....

he is only using 2 ram modules which should populate the 2nd and 4th slots. the hoses coming off the side of the cpu block should have enough room even with all ram slots occupied.

4k resolution is hard on the GPU, simply because of the sheer number of pixels to drive; if you are looking for fps near 60, you may need to uprate the GPU to at least a 2080.

Depends if he is married to max settings

Is there one that's cost effective that can handle rtx

If you want to play games in 4k and max settings at 60 fps, the 2070 may not be able to pull it off depending on the game. You may need to get a 2080 or 2080ti

If you are ok not having everything set to max, the 2070 should fine.

I took another look at everything and changed it up to get an rtx 2080 in there. its still ~$200 more though. Would be easier if it wasnt for all the RGB. IDK how well that gpu performs but it was the cheapest 2080. Hopefully someone can drop in their 2 cents on this.
