Gaming, about a tie.

Other uses, Ryzen 5 2600X superior, particularly in multi threaded apps.

Price wise, Ryzen 5 2600X slightly cheaper. Cost will be offset in Intel's favor once RAM options are explored.

Get the AMD chip, particularly noting that AM4 support is better.

Assuming this is a 1080p gaming only system with a 1660 Ti or higher GPU, get the i5 9400F. It's slightly better than the i5 8400 and about 8% better than a 2600X (1080p gaming) and it's cheaper than both.

If you plan on doing any sort of heavy CPU workloads (streaming, encoding, editing, etc), the 2600X is the winner.
