is my 9900k OC'd on all 8 cores?

Kind of a dumb question but I did a eztune run with a Aorus eztune software and I think I overclocked my 9900k to 5 ghz on all 8 cores but im not sure. I screen shotted what it says.

Yes, it looks like you're OCed to 5GHz on all cores.

Sometimes, automatic overclocks can be rather unstable but sometimes they work well. Overclocking is best done manually but not everyone knows how. My advice would to be run a stress test for a while and make sure it doesn't crash, make sure temperatures are okay and also make sure it isn't thermal throttling.

it seems to be at 36 degrees C when its idle and when streaming and playing fortnite at the same time it can hit the 70s

Yes and no it’s not a good overclock

Don’t use software overclocking and do manual voltage, auto always goes way more than required
