CPU temp: Motherboard vs afterburner

When I go under bios the temp of cpu seems kind of high idling. 44-47. When I use afterburner it's around 37. Is this usual?

The fan curves seem to work the same no matter if I'm in bios or actually on desktop. The motherboard is asrock z370 extreme

The bios puts a bit of a load on your cpu. This seem normal.
