What upgrades if any does my build need?

I want to run 2019 games like "Anthem" & "Division 2" on max settings at 60fps 1080p. (I play on a TV so that's my max resolution atm.). Also what changes would I need to make if I wanted to hit 1440 or 4k at max settings 60fps. (I may upgrade my tv/monitor to do so).

Is that for 1440p and 4k? Or would I need to upgrade even for 1080p maxed out?

Don't listen to him. The 980 Ti is actually better than the gtx 1060. So If you want to run 1440p I recommend a gtx 1070 or above. If you want to play 4k you'd need at least a gtx 1080 Ti if you want to hit 60fps.

Yeah.. for 1080p ultra settings the 980 Ti is still a really good videocard. And with 1440p more or less.. I would suggest to watch some benchmarks on youtube or something so you can see the results for yourself...
