Here is hoping you can get a nice CPU upgrade in the near future and get off the FX platform! A modern Ryzen or Intel will have a sizable performance boost for your games even with that GTX 980 TI (still an awesome GPU).

Yeah I know it. I've been eyeing the FX-9590 as a stopgap until I get enough money to do a new build entirely, but it just recently doubled in price. Even at 4.7GHz my 8350 is bottlenecking my 980 ti, it's most apparent on Metro Exodus: 99% CPU usage, 55% GPU usage lol I can just about pull off the new build with the cash I've got: https://pcpartpicker.com/user/TheArsonator/saved/nRMRJx

If you are getting 4.7 on your 8350 you will not see much if any improvement with the 9590 @ 5.0 Ghz. Also it is less about the CPU bottlenecking the GPU and more about the CPU not having the needed power to run modern games regardless of GPU. Save your money and do not buy the 9590 as it is equal to flushing your money down the toilet. I would much rather keep that money set aside for the newer system such as the saved list you linked. Though if it helps you can always use the stock cooler now on a Ryzen and get the better cooler later on and you won't need to buy extra thermal paste.

Yeah, my CPU cooler crapped out on me literally just today. Right now my CPU is being cooled by a stock FX-6300 cooler that's fully tached out. Nice! I recently upgraded from my old FX-8370 to a Ryzen 5 2600 and it is definitely a noticeable performance increase.
